REACH
The REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) Regulation came into force 1st June 2007. The overall aim of the REACH Regulation is the protection of human health and the environment through intensive evaluation of the intrinsic properties of chemical substances. This legislation has been designed to place more responsibilities on industry to determine adequate controls of the risks arising from chemical substances and to provide safety information on all substances.
Under the scope of the REACH Regulation all substances manufactured or imported into the European Union (including substances in preparations) in quantities greater than 1 tonne p.a. to be registered.
REACH Timeline
1 June 2007 - REACH enters into force
1 December 2008 - Deadline for all companies intending to register a substance to notify their intention to the EU Chemicals Agency (Pre-Registration)
1 December 2010 - Registration deadline for manufacturers/importers supplying a substance above 1 000 tonnes p.a., or a CMR cat.1 or 2 substance above 1 tonne per year
1 June 2013 - Registration deadline for manufacturers/importers supplying a substance above 100 tonnes p.a.
1 June 2018 - Registration deadline for manufacturers/importers supplying a substance above 1 tonne p.a.
REACH and Performance Polymers Europe (PPE)
Under the REACH Regulation PPE is both an importer and a downstream user of chemicals; both of these roles place duties and obligations on PPE. Contact was initiated with our up-stream suppliers to ensure that all substances supplied to us will be in compliance and accordance with the REACH Regulation. For substances and preparations that are imported into the EU by PPE, pre-registration was successfully completed by PPE. In order to complete pre-registration the following information was required:
- Substance name
- Tonnage Band
- Proposed registration date
- Company responsible for pre-registration
Now that the 1st December 2008 deadline has been completed, PPE will continue to work towards compiling data on identified uses and completing all necessary documentation that will be submitted to the European Chemicals Agency to achieve registration of substances.
